15" DVI monitors are extremely rare. If you want one , feel free to spend 400 on it. Every thread has someone who says itshould have DVI but there aren't that many people that make the final buying choice strictly on DVI when cost is considered.

I've never really understood the response time thing. Can someone take a couple seconds to tell me what's good, what's bad, and why it matters? Thanks in advance.

I'm thinking about picking this up and mounting it in my car. May be a little bulky, but for $200, it beats the hell out of most automobile LCD units.

The higher the response time the worse the ghosting. 50ms is extremely high.
