Are you loging in under an account that you created or the admin account that was created when you installed windows? Most liley what is going on here is that whatever account you are logging in under is restricted in some way. Might just be a user account which does not allow you to access properties for any files or folders.
You could try creating a new user account and logging in under it to see if it happens there. Something else to try would be to disable a bunch of services and rebooting to see if there is a particular service that is causing the problems.
Well, here's what I would do:
go into services and just start disabling things that I think would not bring the machine down (just about everything) starting with non MS services (Norton, etc.) and testing to see if the properties work.
If the properties start working than something that you disabled is the culprit.
