proper to way to respond on phone?

"speaking" or "this is he"

but if I can tell it's a telemarketer, they just get a dial tone. otherwise the suspicious mind of mine starts wondering who it is... i dont get all too many calls through my land line, so its usually official stuff or junk (all others go to cell)

I would say "this is" only if they announce who they are first. Otherwise it's "may I ask who's calling?"

When I call someone, I say "This is broon, may I speak to [insert name]?"

"This is she", depending on who is on the other end. Usually I ask who they are before identifying myself.
