Proper tipping for taxi drivers and bellboys?

What is considered the proper tipping rate foer a taxi driver and a bellboy for an average hotel?

Taxi: Add 10% to the meter and round up to the next dollar. (I doubt cabbies make a point to carry any coins anyway.)
