Proper response time for business email?

I purchased something from what I believe to be a business on Half.com.
I haven't received my CD yet (1 1/2 weeks beyond latest estimated delivery date).
I fired off an email asking where my CD is. No response since email sent on Monday.

Should I wait a few more days before filing a claim or should I do it now?
Should I left neg feedback now? later?
 
Wait till the mail comes tomorrow. If it's not there then, complaint and negative response. I have no problem sticking it to lazy online merchants.
