I have a 172T and I remember a while ago someone said that setting the refresh rate higher than 60hz could be damaging...anyone know if this is true? If not should I set it to 70 or does it really matter?

I gather you mean Samsung 172T? i had to search Google since you didn't provide enough info and I am not very good at remembering product numbers, so I'm not sure. In any event, if it is the Samsung LCD monitor, then it doesn't matter. AFAIK LCDs ignore this setting as they don't refresh anyhow.

LCDs DO refresh, just not in the same way that a CRT does. An LCD will refresh all of the pixels at once, whereas a CRT draws them from left to right and top to bottom. This setting on an LCD has a minimal effect on the image. According to Samsung, the 172T supports up to a 75Hz refresh rate (though they don't specify at what resolution).

Setting an LCD's refresh rate above 60Hz usually results in slightly blurry text. Althought the 172t will do up to 75Hz (safely) you need to let your own two eyes be the judge on acceptable image quality.
