Ok, here is my setup...

P4 2.8E@3.3 @ 1.43v (63deg full load, 49-51 idle)
Gigabyte Copper 3D CPU Cooler
1028MB Corsair Value (2.5.3.3.7) 3200 with iceburg copper heatspreaders @2.8v
Abit IC7-G Max 2 bios 24
Chenming Full Tower w 2 intake, 1 exhaust fans w/ Orion 420W PS (came with case)
eVga nVidia 6800GT
TDK veloCD 12x CDR
Pioneer DVR-106B 4x4 DVD+-R
SB Audigy platinum ex
C: - 36GB WD Raptor SATA (OS)
D: - 120GB Samsung SATA (Games)
E: - 60GB Maxtor Diamond Max Plus 9 8MB (Backup)
F: - 60GB Maxtor Diamond Max Plus 9 8MB (Music)

obviously, I got lots of goods.
all @ idle, rails report as follows...
12v = 11.8
3.3v = 3.3
5v = 5.1

the overclock above seems to be optimal settings, but the ram @5:4 is only at a 189 bus, so its underclocked. Theoretically I should be able to get close to a 3.6, and now that I have a 6800GT, are my devices not able to get enough power?

What would be the max I can get out of my setup?

the ram may not be running at its rated speed but the overall system bus is still overclocked. only thing running @ 189 is your ram, effective DDR378. you don't seem to understand having made a comment like that... i suggest spending more money on cooling. there's the wonder fix you were seeking.
