Is there a noticeable difference in performance/stability between these two cards? I plan on using IBM 60XP HD if that makes a differennce.

The difference between the fasttrack66 and 100 would be very small. I'm using a fasttrack66 on one of my rigs with two IBM75GXP's. I had the same drives on a newer AMI100 and the benchmarks were similar. The Promise controllers use less cpu time also.
 
if you get the new fastrac controllers that can also be used in a 66mhz pci slot you get, REALLY long boot times. have one in a friends and it takes over 2 min to load w98 se while my regular ata100 fastrac takes under 30 sec
