Promise Controller Can't See Drive

Recently my onboard Promise ata100 controller fails to see the second hard drive on boot-up. Repeated booting doesn't help. Leaving the computer powered off for some time seems to relieve the problem. Is this heat related? I have unplugged the drive and plugged it into the ata66 controller which has no problem seeing the drive each time.
