promise controler vs normal IDE

first off i have win xp. ata100 plugged into promise controller 1. cdr in normal ide slot 1
when i plug my dvdrom in the normal ide slot 2, the data from the cd lags. like when i play a DVD it will stutter. same with playin audio or mp3s from a cd. when i plug it into the promise IDe slot 2, all these problems go away. but now bootup takes longer. i mean ALOT longer. like 3 mins or so. and when my desktop comes up, the dvdrom scans like its looking for seomthing for about 30secs. until it finish scanning my comp is frozen and unable to do anything.

so how do i fix either of these probs?
i have dma enabled
can u stop the dvdrom scanning some how?
