Project management software

I'm looking for a project management software that can at least do the following:
- Have the PM assign projects that are only visible to certain team members
- Have the members keep a timesheet for each of those projects
- Print out bi-weekly/monthly time reports.
- A system of contacting all members of that project.

I want to know if there is a program that does the above. We have some money to spend for it but we can also custom make one. I rather do the later since we are on a schedule and need this asap.

We are using Primavera - it seems to have all of what you are asking w/ the exception of contact. Email and/or shouting works there

Thanks, I'll check that out. If anyone knows more, let me know. I also prefer someone with experience in using the system instead of just linking me a site to the solution.

I was thinking about using Sharepoint (we alreaady have this) for this but I'm completely new to that and was wondering if it's possible for the above conditions..

From Primvera, the PMs use a spreadsheet to fill in duties for a given user. Apparently, it is easy to import/export the spreadsheet.

Client has been using it for 2-3 years - switched over from Kronos.
It makes it very easy to add subtasks for tracking work effort.
