programs to use for cutting mpg1 or avi vid caps to 700mb

pls help. need advice on the programs to use and where to find instructions on how to cut avi and mpg1 vidcaps down to 700mb to fit on cdr. have heard some info regarding tmpegenc and virtualdub. pls comments on advantages of each program. thanks very much, and I am sorry but this may be a repost.

try divx-digest.

for .avi i use a prog called virtual dub. for .mpg i found software but cant remember the title here at school. PM me if u need further help.
