programs to prevent things * pls reply soon*

I dont want a program that will hog down the pc since its slow, but let me get to what i need. I need a program or something to setup the computer where the client cant set a BACKGROUND or change it. Im letting the ppl sign under the group called "USER". I dont want them to install anything w/o me. The reason im doing this is because the pc gets slow after awhile b/c everyone is unstalling and installing things. I just want them to play mp3/write things/powerpoint/ect. Why b/c when u log on it takes about a minute to show the icons on the deskop now that is bad.

this is the computer setup below.

windows 2000
pent 2 350mhz
256mb ram
ati radeon 7200
wireless network card (1mpbs) for internet only no file sharing.

(btw this was my old pc and i know it can go fast than what i seen after they used it.)
im formatting it now so it can be back to regualr speeds

And this is related to General Hardware, how?

Just adjust your local settings. Windows 2000 includes everything you want to do.

More Ram will fix the ICON issues -- no doubt

no the icon thing didnt exist when i had the pc at all. Only if they use it and mess up crap. I had this pc as my gaming and main pc till igot some money and bulit this duron.
