program to turn images into movie

needs to me a movie format, any format, not just a slideshow, openable in windows media player and what not, i know you can do it in windows movie maker however i CANT install that at work, i can install pretty much everything else for some reason, also needs to be free

just need to take 70 jpgs and turn them into a movie with a fade inbetween each one
 
You used to be able to do that built right into Windows XP really easily....but I think they took that out with 7.
 
That is known as the "Ken Burns Effect." I do it with Arcsoft's DVD Slideshow. It takes still images and gives you a choice of random zoom, pans, and dissolves, which makes them "move." This is all coordinated with a musical background and can also be supplemented with real video clips.

Freemake can do this but I don't think the transition is configurable (it does a simple fade). You can add music and export to pretty much any format.
