Program to show webcam + sound online in internet explorer

Well i sow couple of times how people show webcam and sound in internet explorer and it did not reqired any installation of activex or anything else. Which program can do it for me?
Actually now i am looking only for sound.
 
K this works fine with wmv file but how do i make server with input from my webcam? I still need some software for that i guess.
