Program to move/resize application windows on desktop

Someone here at AT forums recommended a freeware program that help managed application windows on the desktop. After a new install of Win7, I can't remember the program name and search didn't help. I think it's buried in the one of the Windows 7 threads in the O/S forum.

After installing the program, you get a blue monitor icon in the taskbar. When you click on it, it brings up a floating box with 8 directional arrows and a center button. It lets you move the current application window to any direction or tile windows.

I think it was an XP or Vista program that works fine with 7. It was very useful. Anyone know what I'm talking about?

Thanks for any help.

Resizing and dragging has been a Windows function for quite a while now.

What actually are you trying toaccomplish?
