Program to monitor user activity...

Hello all. I have a 15 year old brother who doesn't know much about computers. I'm in need of a program that monitors websites, downloads, program deletion, and other activity from his user account. Does anyone know of any?

EDIT: I've had a BAD spyware/virus problem before, and I know it wasn't from me....just dont want anything like that to happen again.

Why don't you create a limited user account so he can't install anything and password protect the admin account?
