Program to make PDF out of jpgs

I wanna be able to rotate individual pictures and make them all into 1 pdf. I can't find a program that does it very well and without watermarks.

any recommendations?
 
i was looking more for a drag and drop interface. How does open office convert? Print to pdf or just save as pdf? With a bunch of pictures?

That may work. Havent used OO in a long time.
 
You can use Fastone for rotating/resizing your pictures. Then, from within fastone, you can select those you want to convert into a pdf file and print them to a pdf printer. I suggest PDF redirect. With PDF redirect you can also merge your PDF printouts and this can come in handy.

I do that easily with Corel WordPerfect. Lay the pics out on a page, then print to PDF. I can also do it with Word, but not as easily. Anyway, here is a screen clip of part of a PDF page I made using the above method. I used cartoon strips of Sherman' Lagoon to illustrate. It could have just as easily been photos.

Second PrimoPDF which is freeware and you run as printer driver within any app...been using it for years.
