Program to limit CD/DVD drive speed?

Is there a simple program that can allow you to limit the read and write speed of a CD/DVD-RW drive so that it's not so noisy spinning up to 52x or whatever? When I had my Sony drive, they had a special program which allowed you to alter the settings. Now that I have a Lite-On drive, I haven't been able to find anything (on Lite-On's page).

if you have nero burning rom installed you can just use Nero cd/dvd speed.
