It might be easier to register with one of the dynamic DNS services.
Computer boots up & connects -> IP change detected by small application, new IP sent to server.
Server makes hostname.dyndns.org (there are others besides dyndns.org, but that's not a bad place to start).
You can connect to hostname.dyndns.org
