Program to delay live audio?

Trying to plan ahead for college football season. I'm one of those people who likes to watch the TV, but listen to the radio. Only with the satellite there's about a 2 second delay....

Anyone know of a program that would allow you to set the delay of audio through the computer?

Radio to soundcard Line In->Program to Delay->speaker out to stereo. That's what I'm looking for, google hasn't been too helpful though
