Program to Check if a computer is crashed ????? thanks

Hello. I need somethign and I am sure there is a program on the net somewhere but i can not find it. I need some small prog. to ping an ip and if receives an reply not to do anything. But is does not received an ping reply (the computer is crashed) to give an alert message. Does anyone know something like this ?
 
At my company we use WhatsUp Gold to monitor hundreds of servers simultaneously. Not only will it do simple ICMP up/down tests and send alerts, but it can also monitor services like HTTP, FTP, etc. as well as user-defined services. Excellent product, but kinda pricey for personal use (although it's not as expensive as some of the true industrial-strength monitoring solutions on the market). I'd suggest searching TUCOWS to see what other, less expensive options there might be.
