program that changes Recycle bin name

i want to change the name of my recycle bin. and i cant do it, i have x-tech setup and it has the option for it but when i change it and hit apply then restart or whatever ittells me to do it still is not changed. i knwo there is a registry hack to get the rename ability if you right click on it. was wounderin if there is a program tha i can use to do this. or does anyone know the reg hack that enables this??
