program for creating 3d/2d electrical/network layout/diagrams

I want to create some 3d network / electrical layout diagrams of our office floor plan. I don't need anything fancy.

I need to be able to create some floors, some rooms (boxes), and some lines (of varying width) to represent cables or wires, and some tiny boxes to represent distribution centers. I want to be able to rotate the finished product so that I can easily create a 2D view. I'm just going for a general layout and I don't need anything architecturally precise. Also, I'd like to be able to get this done in just about an hour, so really you can tell that precision is not that important.

Is there anything that could do this?

That said, I'm looking for something that will do very basic 3d rendering like of basic cubes and lines so that I can rotate the diagram. So, something a little more architectural although the idea I have in mind is much more abstract. From what I can see, Dia looks much more like for 2d diagrams.
 
Oops...sorry about that. Missed the 3D part.

One of the great things about DIA though is it comes with a bunch of categorized symbols that can be used. It's got a set of computer/networking/cisco symbols, plus isometric ones that give the appearance of 3D.

Sketchup is another alternative, as it can most certainly do 3D and custom rotation. Not sure it's idea for your application, though (my opinion as someone who uses Sketchup frequently).
