Finally, after answering three or so calls (and talking in his gay-ass voice), some girl in the front row was like, "Are you ever gonna shut the hell up? We're trying to take an exam!"
He wouldn't have gotten very far after answering the phone the first time if it were my phone. I'd walk up to him, take it back and tell him you're turning it off and keeping it in your possesion.
It's one thing for him to take it from you, it's another to use it like that. In fact, he is, at that point, breaking the same rule himself. If he bitched about it (which it sounds like he would), I'd tell him we can take the matter the next level up and talk to that person about how I violated the rule once, yet he did three times.
He should have just powered the thing down after he took it. He didn't because he wanted to make you look stupid, which it sounds like he did.
