Professor looking for text to speech software integrated with IE

One of my professors is looking for software for text to speech software. He wants to go to a news website (like newyorktimes.com) and highlight a part of text and for it to turn it into speech. I don't know if this exists. Is there anything like this?
 
Doesn't Dragon Naturally Speaking have this functionality?

edit: I used to work at a college, and we had a department that was there to help students with studying and such. They also had some blind students who used specially setup computers that had speech software and also some that would magnify the text.

Anyway, I suggest you track down the department at your school, they likely already have a solution to the problem.
