processor or motherboard bad?

I recently purchased new components for my first build. After I got everything installed, I booted it up for the first time. The front lcd came on, the fans all spun up, but nothing came up on my monitor. I gave it about 10 minutes with nothing, so I powered it down. When I held the button in the lcd goes out, but ALL the fans (case, motherboard, video card, processor) stays on. They never go off without me turning the power off from the back of the power supply. I swapped cables on my monitor with the same result. I have been using this monitor (and currently am using it now) with no problems. I took everything apart, and reassemebled it. This time I powered up with just the processor in, no memory or video card to see if I would get the post message from the motherboard, which I did not. The fans also stayed on when hitting the power button again. So once again I took things apart, this time I took the cpu and heatsink out, and powered up the motherboard. I get the motherboard voice warning for no cpu installed. I hit the power button, and this time everything shuts down like it should. Once I put the cpu back in, I am once again back to no voice warnings, and the fans won't shut off.
Please anyone with some information let me know what you think. I purchased all of this off of newegg.com, and I am going to call them tomarrow, and see what they say.
Thanks

You might need a bios flash to run your cpu. Or, it could just be a low voltage reading. The speech reporter is sensitive to voltage changes. If you have a different power supply, I would try that first. I would also check what bios version you have next time it posts.

how do I check my bios version, or voltage reading? When the cpu is installed I don't get any post at all, when the cpu is out is the only time i get a post from my motherboard and it says "no cpu installed"

Newegg is great for service, and they should be able to help you. But you might have to go with a different board. I don't think newegg will flash the bios for you. They normally don't test any components. Monarch computers will pretest any setup for about $10, and flash the bios if necessary or at least check the bios version before shipping.

when I was shopping and deciding on which board to buy, most buyers seem to really like this board for their AMD processor, and it has a heck of a lot of reviews compared to the other boards newegg has to offer. Is it possible that it was just a bad board, or a bad processor that they sent me?
