processor not stepping down in vista

The title says it all... my processor is not stepping down apporiately while both being plugged in and on battery mode.

I tried using centrino hardware control to configure which mulitpliers to use with which loads and for undervolting, but it BSODs vista as soon as it loads. I've looked through the vista power options, but there doesn't seem to be an option for this.

any ideas?
