Processor Lag While Browsing Internet, Serious Help Needed!

Alright, whenever I go on the internet it takes 100 percent cpu power to scroll down the pages, this makes the experience very unpleasant. Now this is a freshly installed version of XP:SP2. It happens in all browsers not just Internet Explorer. There are no viruses according to Norton and no spyware. It started to happen before I reinstalled too. That is why I reinstalled in the 1st place, now its worse. What could the problem be? This is really bugging me. While Im typing here the cpu power is only at 7 percent, but as soon as I go down its 95-100.

btw-I checked Task Manager an nothing is abnormal. I don't want to reformat in case it would be worse than the next time.

Update: Nope, it isn't Norton. Unistalled it and same thing still happens.
Specs are P4 3.06. 512Mb btw
