Processor came with HSF. Still need to use TIM?

Just need to verify:

The AMD 4200 came with a HSF and some gray crap is on the bottom. Is this the TIM or do I still need to use one in addition to this?
 
Yup, that's a TIM.

Make sure you remove the protective plastic before mounting.

If you want to clean it off though and go for a different thermal compound, scrape with plastic (like a credit card) and clean with 90%+ rubbing alcohol.

OK. So I can always use the one on there or take it off and use Acrtic Silver.

I've read somewhere here that you need to 'seat' the TIM first for an amount of time before OC'ing. How long do I have to wait? Do I need to stress the processor first?
 
Shin Etsu has very good thermal transfer properties and lasts a really long time; using arctic silver will void your AMD warrenty.

Did you ever read AMD's warrenty policy? It is ok to re-apply TIM as long as it is an approved material like Shin-Etsu (G749,G751,G765) or Honeywell (PCM-45).
