Processor affinity in win2k/xp

How come I can not change processor affinity on any processes in win2k server or winxp professional? I was able to do it fine in win2k professional with my dual processor athlon on a tyan mpx board. any reasons why this wouldn't work?
 
Did the correct HAL install on Win2k Server and WinXP Pro?

Check System Properties\Device Manager\Computer and see what the PC in set to.
It should be ACPI Multiprocessor PC
 
My vague recollection, from my BP6 days, was that I could set it for running program processes but not for system processes. I recall that Mike Lin had an SMP load balancing utility on his home page - might still be there, at http://www.mlin.net/.
