Procedure for evaluating a used car?

Looks like I'm going to go ahead with a purchase of a used car, and I was wondering a couple of things. Whether it be a dealer or a PP, how much can one usually expect them to drop the price, assuming some good haggling is done?

Testing-wise, aside from driving it and listening for odd sounds and trying to feel weird vibrations, anything that I can do personally? Of course I'll take it to a dealer nearby to have it checked out, but even then, what do I ask for?

The car'll be a 97 or 98 Honda Prelude, manual, base or SH. I know the timing belt is important, but other than that, I haven't worked on a car enough to know my way around the engine bay.
