Proc temp high, what's wrong?

Ok, here's my problem, i've got a newcastle 3400+ with an XP-90 and a panaflow L1B on it. No matter what i can't get my temps down, idle fluctuates between 39 and 45 depending on room temp (which doesn't fluctuate nearly that much, it's generally around 25-27c. When i start up the prime 95 stress test temps instantly jump to between 52 and 55c, and max around 55 to 57c. I've tried reinstalling the HSF several times now, each time using very little thermal paste, and using both the stuff included with the XP-90 and some off brand silver stuff i had sitting around. Is it possible that the heat spreader on my proc isn't flat? I've noticed that there is a slight indentation on the bottom of the heatsink when i take it off where the very edge of the proc seems to have pressed into the HS for some of the perimiter, and when i put a very tiny amount of thermal paste in the center of the proc the HS doesn't spread it out very far (doesn't cover more than 60% of the proc). I've also tried manually spreading out the thermal grease in a very thin layer, which does nothing for temps.

Edit: also forgot, i think i've got decent airflow in my case, i don't have wires blocking air, and i have 2 80mm exhaust and 2 80mm intake fans.
Reported temps at the moment (confirmed by everest and nvidia monitoring software)
Mobo temp: 36c
CPU: 44c
GPU: 42c
GPU ambient: 35c

This is at idle.
