try doing it more slowly. drop the multi to 10 and see of you can hit it there then try 11 and so on till you find a sweet spot. and don't forget to up the vcore when you go for the 11.5 and up to keep the stability cause at about 2200 you will need more if not before then. and watch your dimm multiplier too. if you have it at 1:1 you should be good with that corsair 3200 but when you go above 200 you may need more vdimm around the 210-215 area.

EDIT: just noticed you are watercooling so don't be afraid of vcore if you have a nice setup.

EDIT: just in case you are more of a noob than i though do you have the spread spectrum disabled b/c that adds stability too.

i/m runnin the baby @ 2250 (166x13.5) @ 1.65 vcore. ram is @ 2.50 (6,3,3 - 2.0) 200mhz runnin it on spd @ the mo.
been o/cin for a few years now so no prob there lol.
i used to run my xp2400 @ 2600mhz ~ 2.175vcore on my good old rda+
i can get the fsb upto 195 then go to 200 but no boot just the beeps of a failed o/c. not sure if 1.75 vcore is enough to run @ 200 fsb?
maybe uppin the vdimm to 2.60 & the core to round 1.80 will help.
