problems with XP 2100+

I have an AMD XP2100+. The system will not post with the fsb set at 133. Everything lights up but there is just a blank screen. I can set the fsb to 120 and everything will work fine. If i go to 125 it will post but i get blank screens when windows xp pro tries to load. Is this a problem with my processor or motherboard (Soyo KT333 dragon ultra platinum)? I am using a volcano 7+ heatsink with artic silver. In my motherboard manual it says that the cpu could be bad or that i need to check the thermal paste if it will not boot at 133. i have reinstalled the heatsink several times and it appears to be working fine. i get temps around 45c. Here is the list of my components: xp2100, soyo kt333 ultra, wd hard drive, crucial pc2700, gainward g4 ti4200, liteon dvd & cdr. Any help will be appreciated... Brian
 
Are you running the latest version of BIOS for that motherboard? You might have to "Play it safe" then flash the bios.
 
What power supply are you using? List brand, wattage and combined +3.3v&5v power output as well (it's on the sticker on the side of most PSUs)
