Problems with Winsock, Home Network

OK- I already know that I'm pretty much an idiot, but please try and help.

I was attempting to set up a home network between two computers, a Pentium 933 (server) and an old laptop (client). After fiddling around with the network configuration on the 933(which had been set up for a college LAN which I no longer use) and trying to install microsoft ISP sharing, I am getting a Winsock error 10047: cannot create socket. The effect of this is that while I can connect to my ISP, neither Netscape nor IE can create sockets for checking email or websurfing. Also, secondarily, the home network isn't working either.

I've already replaced wsock32.dll (as the error code suggests that this file is corrupt) with no positive result. I've uninstalled all network components and then reinstalled them, to no avail. I'm desperate- I don't want to do a full reinstall, it's such a pain in the ass...
