Problems with Windows XP and Internet

I am having all kinds of problems with my modem connection(dial up). Its not really the speed. I have to settle for 28 on a 56 modem due to line problems in this old apartment complex(1960's). But it is not that. Generally I have little problems with Windows ME. The internet comes right up. Windows ME is my backup now. But with Windows XP many times when I connect, it says it connects but it really doesn't.
And then many times Google is very slow in coming up. That is very unusual for Google. Many times it gives me a can't find screen for Google and I know that is a lie. Also I have been unable to send email with Word attachements(like resumes etc), and I never had that problem with ME.
Is XP inherently slow with 28.8 modems or is there a way to fine tune it to come up as fast as ME?
By the way I will try thunderbird email.

It could be a driver issue with your modem. What model modem do you have? Are you using the most up-to-date drivers for it?
