it actually my cousins computer and i'm trying to talk ihim through it over the phone.

he said he logs in to any accound and sees nothing but his wallpaper. even in safemode.

any ideas where i can start.
 
If they can take the hard drive out of the problem computer, and slave it into another computer, then they could 1) rescue any data they don't want to lose, and 2) scan the drive for viruses/malware using the healthy computer.
 
Have you tried selecting "Use last known good configuration..." from the boot menu? Probably won't work, but worth trying.

If he's not a techie and needs to save his data, I'd recommend he take it to a small mom & pop computer store (DO NOT take it to a big retail chain store!). They may be able to fix the existing OS install, or worst case backup his data to a CD for a reasonable price.
