Problems with Win98SE - Install a new OS?

My sytem is a Celeron 733 with 512 MB RAM and tons of other items (2 aha2940 SCSI cards, jazz, zip, tape BU, CD, CDRW, 4 HD's total of 360GB, NIC, SCSI SCANNER, USB SCANNER, ntsc video cam, usb video cam, WinTV, USB memory reader, usb digital camera for downloading pictures from my digital still camera, usb connection to ipaq cradle, usb hub etc...)

After approx 1.5 years of running with no problems it started to take forever to boot as well as start programs. Scandisk/defrag did not fix the problem. I then used one of these registry cleaner programs. It stated that there where hundreds of entries in the registry pointing to files that no longer exist. Instead of letting this program fix the problems I repartitioned the boot disk, reformatted it and reinstalled Win98SE. It worked fine for about two months. Lateley the machine would freeze for about 20-30 seconds at random times. Also I am now getting buffer underrun errors wehenver I burn a CD at more the 2X. Something is going on in the background but in Win98 you can't see the proceesor utilitzation by program so I do not know what is happening. I tried killing programs that I do not recognize (or do not want to run) from the task manager. I have used MS config to make sure only the absolutely necessary items startup when I boot. I turned off the Virus protection and screensavers, etc... but this probelm is still happening.

Three questions:
Does anyone know of a tool that will allow me to see the processor utilization by program. (That may not even work because when the machine hangs even the control-alt-delete combination does not work so ALT-TABing to get to this program will probably not work). Any other suggestions on how to solve this probelm?

If I need to reinstall the OS. Should I go back to Win98SE or move on to XP pro or 2000 Pro. I am very concerned about hardware and software compatibility with the items I already have and the New OS. Can anyone tell me (point me to a list of software that is incompatible with these two OS's. As for the hardware I could use the MS HCL but that is not complete - It is what MS tests. Does anyone know of a place that I can be pointed to describing HW issues with these OS's

Is it my imagination or everytime I install McAffee VirusScan (retail version)on a machine (not even the one I addressed above) the machine slows down, I get random errors or system freezes as well as other unexpected items. (I tried conifguring the above machine to boot without virusscan starting and these errors still happen)

You might want to try installing updates. The "critical update" should fix most of those problems. There are other you should get also. Also, on defraging the drive, you should set it in your task manger to do it once every week. There should be CPU load application in the PROGRAMS>ACCESSORIES>SYSTEM UTILITIES. I think it is called "system monitor". If it's not there you can add it from the Win 98SE CD via Add/Remove Programs>Windows Programs.

I am doing the critical update as I am typing this note. I hope this works but I do not see how it will. All of the components of the critical update are security related
