Problems with Win98 SE and Start Menu

I have a friend who finally decided to go from Win95 OSR2 and upgrade to 98SE. The upgrade was successful except when he attempts to right click on the start menu the OPEN and EXPLORE functions are greyed out and inaccessable. Does anyone knwo the registry key I need to chenge in order to bring those functions back? Thanks for any help
