Problems with video card in new system

My roommate just bought a brand new computer, and the monitor is just showing a bunch of blocks and random stuff. The card is a X800 XT. The power connectors are all in properly, but nothing is showing up.
The system includes an A64 3500+ and MSI Neo2 Platinum. What's the deal?
 
The card has a 4-pin molex connector, which is set up properly. The PSU is a 500 Watt unit that came with an Aspire case. Is that the likely problem?
 
just to test, update to the newest drivers of everything, disconnect everything not needed to boot up ie fans, extra hard drives, pci cards, cd/dvd drives, all that nonsense, make sure its on its own power dongle then boot her up
