Problems with unidentified network with internal static ip in Windows 10

After working fine since I installed Windows 10 the day it came out. I'm having problems with my network, where windows will show a network cable plugged in but an unidentified network. If i disable/reenable the device, itl work for about 10 minutes then stop working again, same with modem/router reset. Ive tried all the command prompt suggestions refreshing/releasing,netsh etc. Have also reinstalled drivers for ethernet (wired connection).

When i run troubleshooting, it says i don't have DHCP enabled....duh. This is a media server, so the static is kinda important

btw, not a router issue. Went from modem/router combo to a completely separate router to rule that out

When you say reinstall, did it involve removing the Nic from the device manager and reboot or did you just hit the reinstall driver button?
 
You could attempt a repair using Windows Diagnose the Adapter tool. Control Panel, Network and Sharing Center, Change adapter settings. Select your network adapter and click on Diagnose this connection. This should locate the missing protocols and repair the connection.
