Problems with the (mouse/scrollbar) touchpad on an HP ze5375 notebook

My touchpad for the mouse on the notebook works perfectly fine, but I can't get the up/down touch-scroll part of the touchpad to work. I can't find anywhere in Windows where there would be an option to turn it on or off (I've looked in control panel at the mice properties, for one). Any help on this would be greatly appreciated!
