Problems With Starting the Computer

Hello.

I recently reformatted my new computer, and after changing some BIOS settings a bit, i restarted, and it didn't work. When I turned the power on, it would start and shut down after 2 secs. So I cleared the CMOS. Now If the computer doesnt shut down, then it hangs with the monitor shutoff. The diagnostic lights tell me that its going through an E0 POST. I have waited for about 1h, and it still was running the test, or just being dead.

If you want more info on what I did prior plz post, and I will reply asap.

Thanks,
CPH

Note:

My system DID previously work, before reformatting. The main specs are:

DFI Lanparty i865pe MoBo
3.0 Northwood P4 Processor
Ultra 1gb PC4700 RAM
