problems with running dedicated cs:s server

i tried to run a dedicated cs:s server but error came up, "MountFilesystem( 241 ) failed: SteamMountFilesystem(2896,241,0x114dfbfc=,0x114dfd0c) failed with error 5: No Steam Content Servers are available" so does that mean servers are full?
