problems with radeon 7500

yeah i built a computer for some friends last night
i got a radeon 7500 and an 8rda, i know its not the best choice for video card, but they dont do ANY gaming or anything but it was cheap
like 50 bucks, well anyways, i was doing a clean install of XP and i could tell when it started to install the vid card, the screen would just shutoff and go like to suspend and the computer would eventually shut off. so i come back to work, try it on an intel chipset, i forget which one, 850 or something.
anyways, i can get into XP but when it starts to install the driver, it does the exact same thing, monitor shuts off/suspend and the computer reboots itself.
is this a bad card? i already have an RMA but if i can avoid doing it i will.
i installed this old old pci 2 MB vid card and it worked and got XP installed just fine.
i tried my GF4 ti4200 and it made past the point where the ATI would fail during XP setup so i just cancelled , so im assuming its not a PSU issue or anything like that.
any thoughts/suggestions would be appreciated.
