problems with Radeon 7000

I have been trying to play a DVD and watch interest videos on a computer here with a 64MB ATI Radeon 7000. I tried to play a DVD with VLC media player and it immediately froze. I restart it, and go in the settings and click to play the video in Direct3D with hardware support, and it plays fine. If I go and select DirectX with hardware support the computer immediately goes to 100% CPU usage and gets so lagged up that it freezes and I have to perform a cold reboot. For other videos such as online I cant force this change, so no matter what I do playing a video from youtube on or MSN makes the computer shoot to 100% and have to be cold rebooted... Is there any way that I can fix what seems to be a DirectX problem?
