Problems with new monitor

My dad just bought a new monitor - Sony CPD-G220R (17" aperture grille, trinitron tube) for his Sony VAIO with the SIS 730S (integrated video) chipset.

The monitor seems to be shimmering somewhat. It is similar to when you set the refresh rate too low (~60 Hz), but it doesn't seem to be the same consistent flickering. I set the resolution at 1024 x 768 @ 100 Hz (I also tried other resolutions and refresh rates - this seems to be the best).

I was also able to test the monitor on a computer based on the Intel 810E chipset (the one with the integrated graphics popular for celerons a couple of years ago). It actually seemed worse.

My question is whether this is likely a problem with the monitor or integrated video.

I have another question regarding aperture grille monitors in general. Are most of the edges crooked (seems like the picture tube is not centered correctly in this monitor's case)? I bought a Samsung Syncmaster 900NF a little over a year ago and had to send the first one back because the top edge was crooked and there was something wrong with the coating or coloration in part of the screen. The second one I got was crooked along the bottom edge, but otherwise fine so I kept it.
