Problems with my VIVO card quality

I currently have a Nvida Elsa Gladac with a VIVO board attached to it. I finially decided to move it to my living room to be able to play and record from my tv but when I set it up and turned on the tv turner to view it on the television it was very crudy looking. All the colors looked washed out and blurry. I have a Sony WEGA 36" that I am using. Should I just upgrade my card and if so what should I get. I am kind of poor at the moment so I need something cheap but best quality. Thanks
