problems with hosts file in winxp

i put the following line in my hosts file and it doesn't seem to work...
63.211.210.20 localhost
the weird thing is when i do /dns 63.211.210.20 under mIRC, it shows
*** Looking up 63.211.210.20
-
*** Resolved 63.211.210.20 to localhost

but when i go to http://63.211.210.20 it just goes directly to their original website. what am i doing wrong?
